Ultra Gloss-300 does not require a pre-sealer unless you are applying it over terrazzo, marble, granite, or new flooring after the factory finish has been removed. 

Emulsion Seal is formulated from the same raw materials as Ultra Gloss to prevent early darkening and to ensure a lasting crystal-clear gloss.  Use of Emulsion Seal is optional—suggested only for when applying Ultra Gloss over new flooring, marble, and terrazzo.
