Painting a floor before applying Premier is a nice thing to do but not a must.  Premier bonds well to most any clean and dry surface over which it is applied.

On smooth surfaces, Premier responds well to burnishing.  When it comes to remove Premier, a quality floor finish liquefying "wax stripper" will get the job done quickly.
